You can retrieve your user name and/or reset your password by clicking on the Login link on the menu. On the login screen, click on the "Forgot your User ID or password?" link below the login fields at the bottom of the login box. If you've forgotton your user name, you can still retrieve it by entering your email address in the field provided. The email address must match the one stored in your profile. Passwords cannot be retrieved, however you can reset your password by clicking the link in the email you receive when you request a password reset.
1) You have just registered a new account. All new accounts require confirmation before message posting is allowed.
2) You have recently modified your profile. Whenever you make changes to your profile, you will be asked to confirm it again.
3) The forum administrator has received a notification that your email address is invalid or not working properly. Whenever the discussion board tries to send a message notification to the email address you have in your profile, it checks to see if that email was delivered properly. If the email cannot be delivered properly for any reason, the administrator is notified. If it appears to the administrator that your email account is no longer working, your account will be reset so it requires confirmation. If you believe this is the case, please update your profile with a working email address.
1) You may have created more than one account with similar names and the same address. If you are sure you have created an account in the past, but have forgotten your account login name or password, please do not create a new account. Instead, use the Login screen to have your existing account information sent to you via email.
2) Your account may be deleted if you have violated one or more of the web site rules.
3) If you created or changed your account profile more than a two weeks ago, but never confirmed your account, your account may be deleted. Periodically, the administrator will delete any accounts that have been pending confirmation for more than two weeks.
The confirmation email is normally delivered within a few minutes of registering.
First check your profile and make certain your email address is valid and is able to receive incoming mail. Check every letter to make sure you spelled your email address correctly. Some typos are hard to spot. Also, make sure you used the correct domain type (.net, .com, .org) for your email address domain.
If you use any type of email SPAM filtering software or if your mail provider uses any type of SPAM filtering, you may need to configure it to allow email to come from webmaster@riverislandestates.com. For AOL users, this can usually be done by adding the address webmaster@riverislandestates.com to your AOL address book. If you have multiple screen names, make sure to add it to the address book for the screen name you have entered in your profile.
AOL users should also check their "Spam Folder" to see if the confirmation notice was incorrectly detected as spam. You can view your Spam Folder by starting AOL and clicking the Mail menu, then selecting Spam Folder from that menu. On older versions of AOL, try going to Keyword "Spam Folder" if this menu option is not available.
After you have made the changes above to your email address or your SPAM filtering, you can force another copy of the confirmation email to be sent to you by viewing your profile and clicking the "Resend Confirmation E-Mail" button at the bottom of the screen. This forces another email to be sent to the email address in your profile with the confirmation link needed to activate your account.
If you still have trouble receiving the confirmation email, you may want to open a "free" web-based email account through one of the internet's free email providers. If you are able to receive emails at that account, you can be relatively certain that your regular email account is somehow filtering out the emails from the community web site.

In many important respects, living in a condominium is different from living in a private home. Condominium living places restrictions on a resident's activities, such as the volume of noise tolerable from a stereo or the kind of pet one may own, that are either not an issue or not enforceable in a neighborhood of private homes. It is important to keep in mind at all times that the right to life, liberty, and the pursuit of happiness of each owner and tenant ends with the interruption of another owner's or tenant's same rights.
Owners have a social and monetary interest in the upkeep of the buildings which they own in common. Preservation of the value and the livability of our community require the interested participation of all members of the Association in the quality of life offered by River Island Estates, both as a community in which we participate and as a property that we maintain.
The Board of Directors of the River Island Estates Homeowners Association is comprised of five positions: President, Vice-President, Secretary, Treasurer, and one Member-at-large. Board members are elected to two-year positions by a homeowner vote at the annual meeting. Term expiration dates are staggered, ensuring that an entire Board will not turn over in any given year.
The Board of Directors manages the affairs and business for River Island Estates Homeowners Association. They are responsible for preparing an annual budget, providing for the operation and maintenance of all common areas, and determining, enforcing, and amending rules and regulations. The Board meetings are typically held either the 2nd or 3rd Wednesday of each month, at noon, at the Bennett Management Company offices, 980 Willamette Street, Eugene. Notice is provided to owners each month by email and by posting. Meeting notices are posted on the mailboxes, on the bulletin Board in the midrise, and on the website at least three days prior to the meetings. Residents are invited and encouraged to attend.

River Island Estates holds an annual meeting each year in February. A notice will be mailed to all homeowners in advance, as well as posted at RIE and on the web page. The budget for the coming year is distributed and presented for approval at the annual meeting, Board members are elected, and a Board recap and committee reports are given.
For life threatening emergencies call 9-1-1 for Police, Fire or Ambulance.
In the mid-rise there are two fire extinguishers on each floor and in the garage, mounted on the wall near the elevator.
If a non-life threatening emergency occurs involving common area elements the first point of contact is Bennett Management Company at 541-485-6991. Issues involving the interior of the units are the responsibility of the homeowner.
In the event of an emergency in the operation of the elevator, there is a phone located inside the car to use to call for aid. Please observe the no smoking rules in the elevator.
Monthly HOA dues and assessments (when applicable) are due on the first day of each month, payable to River Island Estates at Bennett Management Company. Payments received after the 10th of the month are subject to a late fee. Arrangements can be made through Bennett Management Company for automatic payment of your dues from your bank.
HOA fees are based on the square footage of your home. There are nine different floor plans and sizes of units at River Island Estates. Currently, the monthly HOA fees range from $257.00 to $593.00 per unit.

Landscape maintenance

Anything inside an individual home, including the interior walls, is the responsibility of the homeowner. Specifically the following items are the homeowner’s responsibility:
Dryer vents and chimney cleaning (annually)
Patios and patio drains (on-going – keep free of leaves and debris – blocked drains can result in water damage to surrounding units)
Entryways (in the townhomes)
Heat Pump maintenance (recommended annually)
Window glass (if needing replacement)
Garage door maintenance, repair & replacement in the townhomes
Doors and door hardware (maintenance and replacement)
Owners have an assigned parking space consistent with the legal number of their unit. Additionally, some owners who have leased specific parking spaces in the north parking lot have an assigned space consistent with the legal number of their unit. Those leased spaces are thus designated as “Reserved”. Mid-rise residents have assigned spaces in the underground garage. One parking space is assigned to each unit. Additional spaces in the north parking lot may be rented on a monthly basis.
Guest parking is located directly in front of the mid-rise. These spaces are for visitors only and should not be used by residents. Guests may also park in the north parking lot. Each owner has two Guest Cards for use in guest’s cars parked for longer than twelve hours. Overnight guests may only park in the north lot for a maximum of 72 hours and must display Guests Cards in the car windows. This 72-hour period includes temporary removal of vehicle from the lot or shifting position of the vehicle from one part of the lot to another. Guests may park overnight only in guest parking spaces or in their host resident's assigned parking space with the permission of said resident.

The River Island Estates Board engages a professional firm to complete a reserve study and maintenance plan for the property. This study is updated every two years as required by Oregon statute for condominiums. It helps provide guidelines and information regarding projections for future maintenance, which assists the Board in determining reserve funding. The most recent reserve study was updated in 2019 and can be seen here.
Alterations, permanent or temporary, to the common elements, including doors and windows, pictures, plaques and other decor on the exterior, require the preapproval of the Board of Directors using the process outlined in the following paragraphs. All major repairs, improvements, alterations or additions to exterior townhouse patios or entryways initiated by the unit owner must be approved by the Board of Directors. Any unit owner intending to make a major repair, improvement, alteration or addition must comply with the following procedure:
1. Obtain an “Application Form for Permission to Make Exterior Improvements/Alterations to Unit Exterior” from the Management Agency or download from the website. 2. Complete the form showing location, footprint and sample colors or materials and approximate cost; 3. If appropriate, attempt to obtain the consent of the owners of the units immediately adjacent to the proposers’ unit; objections to the change shall be submitted in writing addressed to the Board for their consideration; and 4. Submit the completed form to the Management Agency for review and approval or denial by the Board.
PLEASE ENSURE you have the correct authority BEFORE making any additions or alterations. Not to do so could cause you to be responsible for the expense of removal and returning the property to its original condition.
Nothing shall be done in any unit or in, on, or to the common elements, which will impair the structural integrity of the buildings or any part thereof, except as otherwise provided herein. (Bylaws, p.16-17)
Except with the consent of the Board of Directors, no alterations to exterior lighting shall be allowed.
The Association carries coverage on the buildings and common areas, including flood and earthquake insurance.
The Association's insurance does not cover personal liability, contents, emergency housing, or rent loss. You need your own insurance coverage regardless of whether you are a resident owner, or you rent out your unit. If you are a non-resident owner, please inform your tenant about necessary coverage so there will be no misunderstanding in the event of a loss. Owners must carry a policy - H0-6, or consult with their own insurance agent to ensure adequate coverage is provided. Tenants should have tenant's insurance.
No animal or fowl shall be raised, kept, or permitted within the condominium or any part thereof, except domestic dogs, cats, or other ordinary (non-exotic) household pets. No pets shall be kept or bred for commercial purposes. Rather than their size, it will be their impact on the community that will be the chief consideration in any official action by the Board regarding pets. Keeping of such pets requires that an owner recognize and accept the responsibility for any and all actions of those pets. Unit owners shall be responsible for any damage caused by a pet to the buildings, grounds, walkways, or any part of the common elements, limited common elements of the condominium, or personal property. Financial and all other responsibility for any personal injury or personal property damage caused by any pet shall be solely that of the unit owner where the pet resides or is visiting.
No pets shall be permitted outside the units while not in the presence of the owner or other responsible person. Pets must be kept on leash and be under the control of their owners at all times. Dogs must be walked outdoors and outside of the mid-rise complex for the purpose of relieving themselves. Any accidental mess caused by a pet on the property must be immediately cleaned up by the person walking the pet, (the unit owner is responsible to see that this is done). The City of Eugene requires all solid waste to be picked up. (Bylaws, page 20)
Owners of units are expected to control any domestic pet that makes frequent or continuous sounds that unreasonably disturb or interfere with the peace, comfort and repose of other owners. If necessary, owners of units should temporarily remove any such pet from the A unit owner may be required to remove a pet after receipt of two written notices from the Board of Directors of violation of any rule, regulation, or restriction governing pets within the condominium with the exception of those deemed by the Board of Directors to be covered by the “Vicious Dog Rule". (Bylaws, page 20) The Vicious Dog Rule for River Island Estates is as follows: "Any animal considered to be vicious by the Board of Directors, for whatever reason, must be removed from the premises immediately upon receipt of a written request from the Board of Directors. After the animal has been removed, redress may be sought by the unit owner involved from the Board of Directors who shall hear the pleas of all persons concerned before considering permanent banishment of the animal from the premises."
